It is conceivable that an eagle could kill an unguarded small foal. But other than that, while an eagle's talons and beak could inflict some harm, horses are fearsome and devastating biters. They are also deadly accurate with their hooves in both striking and kicking, and they will crush and stomp an eagle. Should an eagle latch onto a horse's back, the horse will find something to scrape the eagle off or drop to the ground and roll on it.
Horses are so much bigger, heavier, and more powerful than an eagle, that it would be a no contest.
Having said that, a fight between the two would be highly unlikely. Neither are food for each other; neither share the same habitat/food; they don't compete with each other for survival, and really have nothing in common.
That would depend on the contest. In a flying one, the Eagle would win, in an eating grass or carrying a load one, the Horse would win.
