It would depend on the setting. If it was in ancient Greece then the scenario would be a battlefield and the Spartans would win hands down. If it was in feudal Japan, then it would initially be the Ninjas - they are basically stealthy hit men. This advantage would be short lived as the Spartans would adapt very quickly. Overall, Ninjas would probably have the edge with their array of weapons and methods but I wouldn't bet the house on the outcome. Spartans lived to fight and would be hard to overcome.
