Super 17 is an Cyborg/Machine Mutant & Cell is an Biological Android but despite it's power Cell is very intelligent, also has the confidence and fighting smarts of Goku, along with the superior attitude and genius strategical mind of Vegeta but also has a conceitedness, & Saiyan desire for battling strong opponents even his opponents is stronger than himself.

Cell is able to psychologically manipulate those warriors and exploit their weaknesses to his advantage & Super 17 has the ability to absorb energy into himself through a certain pose and add it to his own. He's made this his own type of absorption ability by not only regaining energy by stealing it, but by adding it to his maximum power and making him stronger. But it was a false term of Super 17's absorption because he extend his arms and legs outward to somewhat resemble a star and raise an invisible field capable of absorbing what seems like anything as long as he holds that pose. The limit on how much energy can be absorbed (if there is one) is unknown, as he even absorbed Goku's 10x Kamehameha meaning that Super 17 is shielding himself in order to absorbed energy to get his energy to his maximum but not getting stronger. Meaning that other actual 17 fans thinking that he could absorbed ki to make him stronger but he can't. But that's not all, remember Super 17 also has 2 different cellular structure bet. 2 17's making near-perfect body for Super 17. But if Super 17 was killed by a normal Goku using Ryu ken meaning that Cell would do the same similar thing against 17 when he use the Ryu ken.

Cell has no weaknesses on him not even his inside , even Goku says he has no weaknesses but Super #17's has a sole true weakness: when Super #17 absorbs energy, he is actually vulnerable to attack. Also Super 17's absorption does has a limit because when Android #18 fired her blast against 17, while she continues and goku ask her to stop because He thought that 17 would get stronger. Super 17 is moving his arms meanining their is one of a few chances that any opponent would beat 17 if they strong enough.His power does exceeds a that of Cell in his Perfect state but not in his Super Perfect state (which is true) but Cell has a Saiyan genes meaning that he would get stronger in his Perfect state. although, Super 17 does hit a SS4 Goku meaning that even Cell could hit him also even Baby (Goku was bluffing when he says "Your punches are soft like a tiny feather" which makes Baby gone mad.

It also been possible that he could absorbed Super #17 even if he's a machine mutant because during the battle bet. Goku & General Rildo, he asked that if Goku were to become a machine mutant, he would most likely turn out like himself. It could possibly mean that he was once organic like Goku, or that's how Dr. Myuu would choose to make him. The former is most likely as explained from near human appearance and normal voice. If that really is the case, then that would make him very similar to Androids 17 and 18 in that they were organic beings before meeting the twisted scientists, and were made into androids/machine mutants but still retained their appearance and personality, means that Cell could absorb Super #17 & if that happens in the show , He would become far more powerful than before (it could also be included that Cell fans would get excited).

Super 17 has to be careful to beat Cell because it not easy to him than Goku because the only way for him to beat Cell if his entire body (right down to the cell) is completely destroyed, otherwise he will just come back became more powerful and not that remember the last battle against Cell & 17, 17 is losing and beaten badly & Cell is too fast, smart & strong.

Also Remember Cell's power still exceeds Super 17 because Super 17 is just as twice as strong. The imperfect Cell is far too strong for the original 17 and even the Machine Mutant 17 (his powers are just as strong as the original 17). Semi-Perfect Cell would be slightly strong against Super 17 but body gotten too fat that he hardly can do what he can good in his Perfect state seen in Perfect Cell saga) and least gotten faster than his 1st form. Perfect Cell would be a good challenge for Super 17. He has a Complete Perfect Body unlike Super 17, who had almost Perfect.

Super 17 maybe strong but if would want to meet Cell to a fight, Cell knows 17's weaknesses it obvious that he would win. it also clue that Cell does trained in the Other world in Hell everyday (which also means he could be even strong as a SSJ3 or stronger than before because The Z-fighter like Goku ,Vegeta & Piccolo always trained many times (He has Goku, Vegeta, Piccolo Cells). Vegeta & Frieza's Cells crossed through Cell's vains to get more power.

Super 17 fights Goku but he fighting seriously after absorbed 10x kamehameha, and Ultra Sensivity does work against Cell's Shunken ido but his is quieter & faster. Cells Self destruct techinque could had killed Super 17 because 17 cannot absorbed something that's too strong. Super 17's Ultimate attack won't work on Cell because it has enough power for a tiny nuke explosion and it's very strong but Cell had to regenerate himself gotten him stronger. Cell would had killed Super 17 quicker if they battle in planet M2 because Machine mutants also display the ability to absorb and integrate metallic and mechanical material into their own being, and restructure themselves.

If it's planet Earth they fighting or any planet besides M2,Super 17 would had been killed much too easy. In Dragonball GT before Super 17 died, they telling about his strength & his absorption abilities.

Cell would win even without his Super Perfect State of an Challenge bet. The Ultimate Android & The Ultimate Android/Machine mutant.
