If you mean in military battles, it would be Rome, as was historically proven. This was because at the time when Greece had any type of army, they used the Hoplite method of fighting, which was almost a static line or series of lines. By the time Rome emerged as a supper power, they had perfected the maniple as the unit of fighting, which was a more mobile line. This mobility enabled the Romans to reposition their forces where needed much quicker and easier than the more static hoplite line.

This question is really an opinion, but I would say that it would have to be Greece because Greece layed down the foundations for both of the other civilizations. Actually no, it didn't. Greece was a Democracy where the people ran the government and Rome was actually a Republic with representatives. Considering the U.S. government is a Democratic Republic, I would have to say Rome and Greece influenced the country's government.
