There are two things that have to happen.
1. The city has to approve the park. This is not necessarily trivial, because whatever is where the park will be is likely generating tax revenue for the city, so making a new park means they lose money and also have to spend money maintaining the new park.
2. Somebody has to pay for it. This could be the city, or it could be someone else, but you've got to find someone to pay for it.
So, the first person to contact would be City Hall. This will help you find out if there's even a possibility of a new park. Then you can start trying to raise the money for it.
