King Solomon wrote the Book of Proverbs, as stated explicitly (Proverbs ch.1). Chapters 25-31 were collated by the Men of Hezekiah (25:1), but not composed by them. They too were from Solomon (ibid). See also:

The Book of Proverbs was compiled anonymously sometime during or after the Babylonian Exile, although it contains some material attributed to the monarchical period. Chapter 24 probably consists of sayings of Lady Wisdom, although she of course did not actually write them. Wisdom was a spirit/goddess revered by the Jews after the Babylonian Exile, and some scholars think might have been the pre-Exilic goddess of wisdom.

Proverbs opens in chapter 1, verse 1 stating King Solomon is the author of Proverbs. This is confirmed in 1 Kings 4:32 as well. Recall that when Solomon ascended to the Throne of Israel he was concerned he could not handle the job so he prayed to God for the gift of Wisdom and received it. The writer of Kings boasted of Solomon's wisdom exceeding that of all the wise men in the East and Egypt (1 Kings 4:30).

Although Solomon was the main writer of Proverbs, some were written by others like King Hezekiah is credited with Proverbs 25-29 as it may have been he who likely compiled this book - though that is not fully proven as yet.

Regardless of who compiled this work, the religious authorities considering it for part of the Canon would not make pagan gods/godesses teachings part of its didatic message of God unless it was for comparitive reasons which the Hebrew language used frequently emphazing the correct teachings of God.
