I'm not sure what the word for word translation is EXACTLY, but it is something like: "If you want peace, prepare for war"

The first word should be 'Si', not 'Sic.' The translation is good.

First word is 'Si' - if. If you want peace, prepare for war. Attributed to Publius Flavius Vegetius Renatus, a Roman writer on military subjects.

What is the correct SIC vis pacem para bellum or SI vis pacem para bellum?

The Latin word sic means "such" or "in this way" or "thus". It is used in modern English when quoting someone else who has clearly used bad spelling or grammar.Since the meaning of your sentence is "IF you want peace prepare for war", the word has to be si, Latin for if: si vis pacem para bellum.
