You don't refer to the act of writing as something that has already happened--that is, something in the past. If you were to use this expression at the end of a letter, you might say "I wrote...," but by then it should not be necessary to state the subject of the letter. It has already been presented. It would be even better just to go ahead and deliver the message without any such introduction as "I am writing this letter."
