Generally, so long as the account underlying the ATM card is in good standing, the bank will automatically send out a new card with a new expiration date approximately 45 days before the current card expires. The card number may or may not be the same (depends on the bank), but the security code on the back will almost certainly be different.
The card will be sent to the address on the account.
If you do not receive a new card by approximately two weeks before the current card will expire, your best move is to go to a physical branch of the bank and resolve the situation with a teller or manager there.
