While there may be an exception to the rule someplace at sometime, the general rule is: Guerrilla armies fight (or exist) because they are not strong enough to take on a regular army in the regular way. Another words, if a combatant does NOT have a regular standing army, then they revert to guerrilla warfare.
During the Viet War the only enemy standing army (regular army) was the NVA. The NVA had tanks, flamethrowers, artillery, uniforms, rank structure, supply chains, and training; all relative to the US military. The VC were a highly organized guerrilla army but were not trained, uniformed, nor equipped with tanks and artillery as was the NVA.
Therefore, the VC cannot be compared to the US Military as they were not a formal standing army. And being such a guerrila force and lacking the equipment/weapons which standing armies possess, no they would not be stronger than the US military.
Vietman's army is stronger for sure. The reason is because US lost the Vietnamise war.
The U.S. Army is stronger. It is the strongest army in the world.
The US Army is currently the only globally recognized superpower, so they are unquestionably "stronger" than the army of India.

The USAF & USN fought in NORTH Vietnam (in the skies); the US Army & USMC fought on the ground in SOUTH Vietnam.
For North Vietnam or South Vietnam? The North Vietnamese were known simply as the 'North Vietnamese Army' (NVA) to US forces, but their actual title was Vietnam Peoples' Army, as it common practice in Communist states. The South Vietnamese Army was referred to as the Army of the Republic of Vietnam (ARVN).
US assistance to France was the precursor and the introduction of Army advisors was the actual point of US entry into the Vietnam War.
The USAF/USN fought their "Air" war over North Vietnam. The US Army/Marines fought in South Vietnam. Covert operators (Special Forces, Seals, Ravens, etc.) fought in Cambodia & Laos.
During the Vietnam War, in the US military, women were part of the WAC's (Women's Army Corps) in the US Army. The US Navy had the WAVE's.
