If he was on the main road and you entered from a side road or driveway, it's almost certainly your fault whether you saw him or not, unless you were a significant distance from the intersection before the collision.

Under the hood, immediately before the driver. The brake booster is immediately behind it, and it will be a frosted white/translucent receiver. If it is low, either there is a leak in the system (not good), or the pads are severaly worn and need to be replaced. Get the brakes looked at by a professional mechanic as stopping a 5,000 pound car is obviously a safety issue.
