The Jews were still plotting to murder Paul. Festus, though convinced pf Paul's innocence, was inclined to turn him over to the Jews which Paul knew would mean his death. So Paul appealed to Caesar which, as a Roman citizen, he had the right to do. And Festus had the legal obligation to honor the appeal.
