in any state, if the person in front of you throws something out the window and it hits your car they are neglient, and will owe for your damages, (however their insurance company could deny this claim under the exclusion of 'intentional act', but this doesn't obsolve them from the neglience it would just wouldn't be paid by ins.company and would have to be paid out of their pocket, either by your insurance company subrogating the guilty party or you may have to bring a small claims suit)....not sure what you mean by 'eject' though...if you could be more specific with details i could be of more assistance to you........
