The operator of a drilling operation, (BP in this case), has primary clean up responsibilities. Only a small fraction of the oil that came from the Macondo well can be recovered by skimmers and burning. The governmental agencies, primarily the EPA and NOAA, are working with BP in the recovery process.
The recovery process takes time, and environmentalists will have differing opinions whether the damage can be "reversed" but there will be some degree of ecosystem recovery. Over time, the lighter components of oil evaporate, and the remaining oil will break into small tar balls which are dispersed by wind, wave action and currents. In this way, nature helps the ecosystem recover.
A hazardous material spill in which more than one agency has responsibility for the response is a good use for the unified command system.

It appears that it will eventually be fully controlled. However, after almost three months, there is still a great deal of concern about this very large spill, including the environmental effects that will persist even after the spill is fully controlled.

If you are asking whose fault was this accident or who should we blame, then the answer is that cause of the accident is not fully determined at this point. One important unanswered question is why the blow out preventers failed to actuate. However, BP has legal responsibility to pay for the cost of damages incurred and clean up measures.
