Luke had made the flying shoes that he gave Percy, but Percy then gave them to Grover because he didn't have a magical thing with him. The shoes made Grover speed to get the Underworld and Percy and Annabeth follow him. The anticlimax occured at the end of the story, when Percy gave Zeus back his Lightning Bolt, not that he took it in the first place, Hades did, wanting his helm back.
Percy explains that he was drawn to the garden gnome emporium by a mysterious force or voice that compelled him to go inside. He felt a strong urge to find out what was calling to him, even though he didn't understand why.
