Most Sub-Stations are equipped with station batteries (DC) which is actually multiple batteries connected in series. The purpose of this battery is so that the stations basic devices can function independently of the power lines that are fed into the station. If the motor that powers a "power circuit breaker" was powered from a power line coming into the station, and that circuit breaker opened (broke the circuit), then the circuit breaker would no longer have the power to operate. Another reason for this setup has to do with electrical faults. The #1 reason sub stations have large circuit breakers is to stop faults (short circuits). When a tree knocks a power line into something that is grounded that is a fault. During a fault current on the power line rises and the voltage on that line decreases substantially. So if the voltage goes to almost zero, and a circuit breaker needs that very voltage to open so it can break a fault, you have a problem because the circuit breaker will not operate and stop the fault. (and this is the original purpose of the circuit breaker)
