There are a plethora of reasons:

First make sure your PC and cable modem are powered up.

Try turning off your PC and cable modem, wait a couple of minutes, power the modem back up then the PC. If that doesn't work...

Call tech assist at your ISP, they will first check to see if you have a good connection to the modem and that their modem is working properly (if it's them, you may be trying to fix something that isn't even broke on your end). If the connection and modem are good they will help you troubleshoot the problem. Typically it is a pain to call them, but sometimes you gotta do what you gotta do.
