Because you haven't properly diagnosed and repaired them or had that done. There are multiple possible reasons why this condition exists.. faulty fuse, faulty relay, faulty switch, or faulty wiring are your most likely culprits. Narrowing that down requires hands-on diagnosis, and I can't do that from a distance. Get a Haynes or Chilton manual and use it to learn how to do basic troubleshooting if you intend to fix it yourself.
