She shouldn't wear any clothes at all.
You should make him wear your clothes to school the next day and take his clothes and hide them. Tell him he will get it back when he agrees to no longer wear your clothes. I Caught my 16 y/o brother with my clothes, I got him to dress up fully in some of my clothes shoes included did his face with make up and got him to go to my friends house dressed up as a girl, told him we would come straight home , he didn't want to but I took some photos and told him I would send them to the whole family to see, once we got to my friends house she met us out in the car and hoped in and we took him out to the mall , out to eat, to the park, all over and let everyone see he likes to dress up. he never wore my clothes again without asking, and he does ask me to dress him up still.
