Having one language as an official language might discourage immigrants from coming, and not everyone in the US speaks English, only about 80-90%, so it would be unfair to them. (unless you set up language classes but that's another story..)

When did the us vote for a national language?

The United States has never had a nationwide vote for a national language. The Constitution does not provide for nationwide referendums. Congress has never passed any official act requiring English as the official (de jure) language of the United States. English is the de facto national language, in that the Constitution and all federal laws are made in English. There have been many attempts to make English the official national language but these tries have always failed. About half of the states in the US have made English the official state language (including California); many states (including Texas, New York, Pennsylvania, and Ohio) have no official state language; and several states are officially multilingual or de facto multilingual (Hawaii, New Mexico, Louisiana, Maine).

When should English be the official language of the US?

Soon, and it seems like it may be soon as well. The majority of states (31 out of 50) have English as an official language! There are many new candidates as well, including Texas, Pennsylvania, and Minnesota. Once the number reaches around 40, congress has to seriously think of the influence of the states and decide wether they want to go through the process of voting English as official or not. If it is made official, it may be forced to learn English, or it may not. It depends on the terms they decide. Also, Puerto Rico is a candidate for statehood, but they already have English as an official language (alongside Spanish), so if there are 51 states next year (as I have heard of Puerto Rico proposing candidacy in 2012), then 32 (possibly 35) states will have English as an official language. That's a little less or more than 2/3 of states, which is around 65% of states.

English is the most spoken language on the planet, by total number of speakers. English is official in 54 countries, as well as many organizations such as the European Union and United Nations, and 27 non-sovereign entities . English is also the de facto language of four countries: Australia, New Zealand, United Kingdom, and United States. However, going into the US, English might soon be made an official language. There have been talks since the beginning of the US to make English an official language, but it is coming closer to being a truth. Today, a majority of 29 states in the US hold English as an official language and the number will grow.
