Hades is always allowed in Olympus, he just chooses not to go there because he feels he doesn't fit in. He makes the other Gods uncomfortable and nervous.
He resented most other Greek gods, Hades doesn't even have a spot on Olympus, which leads me to believe that they kicked him out of Olympus.
