Indian men leave their penis intact because they have no reason to to do anything else with it. less then 20% of the worlds men mutilate the penis with the circumcision rite. Muslims, Jews and some primitive tribes throughout the world have this done for religious cultural/right of passage into manhood reasons, And a small proportion (from country's that have an English speaking history) have it done supposedly for health reasons. according to all modern medical wisdom however the practice is harmful both physically and psychologically. So it would be reasonable to assume that Indian people have just never been crazes enough to cut one the most sensitive parts of their body of. reducing penis sensitivity and resulting in damaging the glans of the penis with constant exposure to friction from clothing and dryness. Note, the reason that medical circumcision was begun in the English speaking country's was because English surgeons suggested that it would stop the harmful habit of masturbation, they claimed that masturbation was responsible for everything from syphilis to insanity. this started during the puritan Victorian era. thankfully the practice is being abandoned at an increasing pace. Strangely though the US is one of the slowest to respond to modern medical wisdom.

The World Health Organization (WHO) has stated circumcision should "be part of a comprehensive HIV prevention package." Uncircumcised males are also at higher risk of bleeding, which allows for easier entry of viruses. At one point this data was pretty controversial, but the more it is researched, the more the data is there to back it up. Many doctors in India are beginning to do more research to revisit the topic, and to see if it is a practice that should be more encouraged.
One of the big issues re the reintroduction of circumcision is contraception. Condoms are one of the best ways to protect against STD/HIV however as many of the countries where these diseases are in the increase are religiously influenced (Christian) and contraception is banned then the fallacy of circumcision persists. The best analogy for circumcision=protection would be "A carpenter does not get splinters because his hands are callused by work.. therefore rather than wear gloves to protect against splinters we should thicken the skin on our hands" Of course thicker skin means less sensitivity.
