It is quite simple and logical- the penis looks sexier without a foreskin covering it.

The Japanese have a tendency to expect to have the foreskin stay behind the glans, especially as the penis enlarges with the strong erections at puberty. With shorter foreskins and/or the relation of the shape of the glans and the % of increase with erection- some men's foreskins will have more tendency to stay behind the glans and/or can be trained to stay there. That is what the Japanese male expects to happen.

With most of the japanese adult males normally having the foreskin back this is the accepted and preferred situation.

Other than this there are health advantages also- diseases do not begin as easily in the retracted foreskin because it is not continually moist. Even HIV is less likely with the glans exposed. Diseases like thrush do not have the tendency to "bounce" back and forth from male to female.

Hey let's face it- the penis without the foreskin covering is much sexier looking.

Also the bared glans ends up with just the right sensitivity balance- out of any near pain supersensitivity and ready to handle sexual activity!
