The reason God chose Mary is simple. He is God and He can do as He pleases because He is sovereign. In Lukes Gospel chp. 1:30 the angel Gabriel tells Mary she is favored with God. Translated ,"favor" means grace and only God is the one who can give grace. If we say that God chose Mary for any other reason it would be based upon something but Gods grace,love,favor is based solely upon Gods sovereignty and He can chose whom He pleases.
Jesus did not pick Mary to be his Mother. Jehovah selected the Virgin Mary to give birth to Jesus. The bible refers to Mary as highly favorable one.
