Bad relay, bad switch, or a fault in the wiring. A slight chance that it could be the headlight assembly itself, although I'm a bit doubtful about it happening to both of them simultaneously.

Replace the bulb. The low beams and high beams use separate parts inside the bulb. If replacing the bulb does not fix the problem, check the fuses.

the low beams should not be on a fuse it will either be the dimmer switch or the headlight its self. for your problem i would check the dimmer switch first J.
Check the low beam bulbs to insure that they have not burned out. Check for a low beam fuse, then check to see if the dimmer switch is bad.
I would look for a bad ground if the fuse is good
