He compares Juliet; the sun to Roseline who is the moon.
He assumes that Romeo has been weeping about Roseline.
They think that Romeo wanted to leave the party because he's so depressed about Roseline and didn't go home because he thought they might try to talk to him.
Romeo was truly in love with Rosaline (even if "Romeo and Rosaline" don't sound as good together). Romeo was crushed when Rosaline dumped him and decided to stay a virgin for the rest of her life. He couldn't go on without the love of his love, Rosaline... then he met Juliet, and you know.
Romeo wants his eyes to turn into tears if they find someone other than Rosaline desirable at the party.
There's no reason to think that he brought up the question of marriage to her. Did he suggest a little canoodling? Very probably, but Roseline wasn't interested (anyway, she was a Capulet and he was a Montague) and she shut him off like a tap by saying she had sworn off love.
The change that comes over him is that he stops being so depressed about Roseline and he is in love with Juliet.

Roseline never actually appears on stage in Romeo and Juliet. She is the woman who Romeo is infatuated with at the beginning of the play, and, in a way, she is the reason Romeo and Juliet meet. Romeo goes in disguise to the Capulet's party in hopes of seeing Roseline, but instead sees the beautiful Juliet. He immediately falls in love with her, and Roseline is forgotten. Although Roseline is not described in detail, we do know that she is said to be extremely beautiful, and has taken a vow a chastity till marriage, (and therefore will not return Romeo's affections.)
