To answer that we first have to do 3 steps.
1)What is sensitivity?
Sensitivity is the ability to record small changes.
2)What does a gas have that other states don't?
Easily compressed; has a good range etc.
3)Answer?
A bit like a ven diagram. taking factors which apply to both steps. Because a gas is easily compressed it won't make any big jumps whilst changing state, making it ABLE TO RECORD SMALL CHANGES, etc.
