purines have to pair with pyrimidines because if purines paired (adenine and guanine) they would be to hindered because they're big and pyrimidines(cytosine and thymine) are too small to reach each other. also adenine pairs with thymine because they both have exactly two spot to hydrogen bond whereas cytosine and guanine have three spots to hydrogen bond. if it were the other way then there would be one spot that could potentially bond but can't and thus it wouldn't hold dna strongly

In terms of the molecules themselves, they are all relatively stable.

However, in terms of the bonding interaction between the nucleotides, interaction between the guanine and cytosine is considered stronger because there are three possible hydrogen bonds that can form between the two molecules; the adenine-thymine interaction can only form two hydrogen bonds.
