Try pressing in the air recirculation button for the heating and air conditioning. Even though the fan is off many times fresh air coming in from outside will push air throught the system.

It's probably the air recirculation door. When the door is closed, it circulates the air inside the car. When it's open, it allows outside air in. Even with the door closed, you will still get some outside air in.

I'm not sure if the question is that the blower motor is working and "no air is blowing thru the vents'! If the blower is working and no air is blowing thru the vents then you could have a broken Recirculation Door. That is another common heating problem with the 99/04 Jeep GC. The recirc door brakes and falls down blocking the blower which will reduce or block the air flow completely. Normally the dashboard would have to be removed to replace the broken recirculation door. Its probly your fan not working right check it out okay I seem to be having the same problem. If the fan does not turn on when you turn the AC on then I believe that it is electrical problem.
