Anything made from aluminum will most certainly conduct electricity. All metals conduct electricity. But perhaps your hanger has a coating, made from an isolating material.

Aluminium hangers do conduct electricity, as aluminium is a good conductor of electricity. The reason you may not experience an electric shock when touching an aluminium hanger is because it is often coated with a non-conductive material, such as paint or plastic, which prevents direct contact with the aluminium.

If the seawater is an electricity conductor why doesnt it electricute people who are swimming in the ocean?

Sea water does not conduct its own electricity, and due to its liquid form, it can not create static electricity. Leaving lighting, or downed electricity lines to provide it with an electical current, and depending on the voltage of the current, how far it travels.

What is non-conductive?

a conductor is a thing where electricity can move through or very easy like metal and a non conductor is a thing where electricity can't move through or very hard like wood or plastic
