Hissing is the most common sound to come from propane tanks and is usually a sign of a gas leak. If you hear this noise you should turn your tank off and immediately call your propane supplier for a technician

Propane is stored liquid inside the tank. When the valve is opened, the propane boils at the valve. The liquid/gas phase transition requires energy, which is taken from the surroundings.

If there is a wick and plenty of kerosene the way to light the heater is to prime the wick with kerosene and turn on the heater and light it.
