The US Mint could never have stopped making $2 bills because it never started. The Mint only makes coins. All paper money is produced by the Bureau of Engraving and Printing. Franklin didn't stop the war. The surrender at Yorktown ended the war. Franklin was in France for most of the war and not in the colonies.
