Bacteria is considered primitive because it has about the most simple structure of all living things. It isn't quite a simple as a virus (which is not considered life, but is called non-life), but it is an "independent organism" that can do all the basic things a living organism can do. And bacteria, because of its primitive structure, is though by those who subscribe to evolution as one of the earliest (most primitive) forms of life. Bacteria has been on earth a long, long time, and it is an elegantly simple living thing. That's the long and short of it. Wikipedia has an excellent post on bacteria. bacterial cells are the most primitive, prokaryotic organisims. bacterial cells are different than other cells in the way of cell wall and size, and it doesnt have nuclear membrane.

In the simplest term, bacteria are considered prokaryotes since they, prokaryotes, lack a nucleus. Prokaryote comes from the Greek language "pro" meaning before and "karyote" for kernel.
