Bacteria is considered primitive because it has about the most simple structure of all living things. It isn't quite a simple as a virus (which is not considered life, but is called non-life), but it is an "independent organism" that can do all the basic things a living organism can do. And bacteria, because of its primitive structure, is though by those who subscribe to evolution as one of the earliest (most primitive) forms of life.
