Why are GSM frames combined into a multi-frame. Is this for the purpose of sending a series of frame at the same time to the BSC. why are TCH combined into a 26 multiframe and signaling into 51?

I would have to check, but from a payload point of view; TCH is larger than signalling, so in a 2mbps link you can only squeeze 26 TCH, but you can fit 51 Signalling messages. (I am not sure which link/interface I am referring to).
You combine in a multiframe because your leased lines are expensive! so FDMA is needed
