im sure there will be multiple answers to this, but i always considered that it was due to large amounts of unskilled labour moved to other countries from Ireland. A lot of these Irish people ended up taking menial tasks, or jobs that no-one wanted to do at the time. These people could have been intelligent, but due to the nature of the jobs that they did they were seen as thick.
