It is a derogatory term given to those that have swam the Rio Grande river to illegally enter the United States. Sadly this term is used for all those that have migrated to the US from Mexico.
The word "wetback" is also a slur to stereotype anyone of Mexican descent, even if they were born in USA.
Almost every nationality that has ever migrated to the US has earned themselves a derogatory nickname.
