lower rpms use less gas higher rpms have more power
The throttle position sensor (tps) could make the rpms vary.
The idle control solonoid probably needs cleaning. Remove it from the throtle body and clean it.
Check for a vacuum leak or a problem with the EGR valve.

if it is a 3.8 then it has about 220 at 5200 rpms (3.8 is the v6 1995-2002 i think) OR if it is a 3.4 it has about 175 at 5000 rpms. (3.4 is the v6 1994 camaro)
