It isn't. Hot air Ballons use Hot Air. Hot air being lighter and therefore less dense than normal air allow the balloon to float.

Hydrogen and helium are used in airships because there are less dense than air. That means that if we fill a big, lighweight bag with hydrogen or helium, the bag will be lighter than air and will provide lift. It will float off the ground. Hydrogen is cheaper to come by, but it is so terribly flammable that it is too dangerous to be used in airships any more. The Hindenburg was filled hydrogen, and it's destruction was one of the most spectacular and tragic events of the 20the century. The modern airships like the famous Goodyear blimp are filled with helium.
