Yes, sometimes airsplat as well as every other online airsoft distributors send out broken guns. they have no way of inspecting every item that goes out and that's why they offer a warranty against manufacturer defects. a lot of online airsoft distributors don't even offer that unless you pay for it. reason being that every company buys these from makers overseas and they can't return broken guns. so basically, they lose money if the gun is scrapped.

It used to be legal, but California government is taking action as of recently to make them semi-illegal (meaning all Airsoft guns in Cali must be bright colors and so on). Try googling it. As for now, it is probably best to not purchase an Airsoft rifle.
