It's personal opinion. I think that kids under 13 shouldn't be able to. The parents can go a little crazy (one gave her 8 yr old a botox!) Kids wear too much makeup and wear skimpy clothes, but sometimes its not all that bad. My really good friend does competitions, and they have in the rules kids under 13 can't wear makeup and there is no swimsuit competition. Thats a good competition in my opinion. I think 5 year olds feel forced by there parents.

It can be hard for the kids. I think the parents want the money so they can be rough on their kid again in pagents and buy them new clothes even if they don't want to.
