Why the bosses abused them, is a question of human nature and morals. I suppose the youths were abused because the bosses felt powerful and authoritative by doing so. And, they could simply get away with it - factory conditions were difficult to regulate, and if a worker complained, he could almost immediately be fired and replaced without further problems.
