Cats are natural predators, and this requires them to be able to think about hunting and catching their prey in order to survive. Being small animals they must also always be on guard against larger predators too.
While I don't think most cats are smarter than a 5th Grader, they are still pretty clever creatures.
They are smart because they know better than to pollute the environment and do all the stupid things we do, and also they know how to manipulate us better than dogs do. They can also survive better in the wild than most dogs.
