Im guessing this is because there is 365.2422 days in a year which is slightly shorter than a quarter of a day so the leap year does not totally set it right with the seasons and if they didn't then the seasons would come slightly earlier each year so every 100 years they skip the leap year to set it right. If it didnt do this then every 100 years the seasons would be early by 8days and over a 1000 years the year would be 80 days out meaning Christmas could nearly be spring
