Cheerios are round with a hole in the middle because that's how they are made. The doughnut shape also increases the surface area, which makes it more crunchy.
Cheerios are actually made from a batter which is poured into molds, then baked. The circular mold will cook faster, thereby insuring that the product is uniformly cooked and is crisp throughout. The problem with flakes is that, while they are baked, they are flat and will be soggy in a very short time. The circular shape will float and thus stay crisper longer.
