As children grow up, it is not just their bodies that grow, but also their brains. If you study the development of the brain and children's ability to understand things and indeed recognize emotions and dangers, it is clear that this development is not complete until at least the age of 18. And children rely on their parents or carers to guide and even keep them safe up to this age. It would therefore seem reasonable to require a person voting to be mentally mature which is why children are not allowed to vote.

The 19th amendment allowed them to vote

The only people who were actually allowed to vote before the 1800s were adult white men who owned land. So women, children, non-whites, and even white non-land owners were not allowed to vote.
The laws of Canada at that time allowed "people" living in Canada to vote, but the legal definition of "people" excluded children (under age 21), mental patients, jailed prisoners, and women.
They are nor yet responsible enough to make a change that has so much weight. They should be educated in government before being allowed to vote.
