The cost of installingg a chimney cap varies depending on the company one hires to install the chimney cap. Some companies sell the installation service at about 125 dollars for single flue chimney caps and at about 225 dollars for multiflue caps.
Think about it as the shape of a chimney on a house. To "Chimney" one must climb between opposing rock faces, with the back and hands against one face, and the feet against the other face, or alternating between both. The chimney doesn't have to be contained on all sides, like a tunnel, or house chimney, so long as it has 2 sides to push agianst as you climb.

I am assuming that you are talking about some kind of water leak. You shouldn't use tar near anything that gets hot. You need to get a heat resistant mastic. This is what installers use to seal flues. You should find it at a plumbing/heating supply house.
