Water travel was the easiest way to get around, when you didn't have a horse, or donkey. It's easier to go by boat than is it to walk. Rivers supplied a ready made travel route. Also, there is water to drink and use for other needs.

I don't know why exactly they do it at two rivers, but I know why they do it on a river for sure. They put cities on rivers because rivers make a good transportation system.
