The reason is that cities are not nocturnally friendly. The street lights scare away most nocturnal animals. Another reason is that the park does not have prey to catch. When humans find them in cities, they either get shot or captured and returned to the wild.

Coyote are very adaptable wild canines, and while they are not numerous in most urban environments, they do occur in cities from time to time, hiding in wooded areas of the city during the day, and foraging in neighborhoods after dark.

The reason is that cities are not nocturnally friendly--the street lights scare away most nocturnal animals. The other is that parks don't have prey to catch--unless they are desperate and scavenge for dogs and cats. And the most obvious reason: when humans find them in cities they either are shot, or captured and returned to the wild.
