Since man first organized himself into groups for living together to benefit each other by common effort there have been rules of conduct. There are rules that protect the group or society as a whole and rules have developed to protect an individual. Criminal law is an evolution of the concept that certain conduct harms the whole of society and therefore society may enforce punishment for conduct that does not follow the norm.
