It helps keep the crime rate down. In most cities you can't be:

-out in a public place

-without a guardian

-past a certain time

So, if you are with a parent or guardian, you are fine

If you are on your property, you're fine

And if it's before the certain time, you're fine

Many communities have tried curfews for people under 18. They have been almost impossible to enforce. In almost all cases they were dropped because the city commissions decided their cops had better things to do rather than chase brats through back yards.

Because teens try to live their lives and do bad stuff before they are 18 so they don't get in real trouble; but older people think that teens should be 'responsible' and 'obey laws'.
